Good afternoon. It's Sunday, November 1, 2026. This week the multifamily story stayed fixed on basis and financing, as the Fed held, the 10-year clung above 5 percent, and rising loan distress widened the opening for buyers with capital ready. This week in REI News Hub: a Fed on hold, rising distress, and durable income over projections.

CAPITAL MARKETS WEEK IN REVIEW

Where rates moved this week, and what next week's financing environment looks like.

The 10-year Treasury held above 5 percent all week, barely moved by the Federal Reserve's October 27 to 28 decision to hold the funds rate at 3.75 to 4.00 percent, which drew two dissents for a hike. Freddie Mac's PMMS showed the 30-year fixed easing a second straight week to about 7.24 percent, while Fannie Mae multifamily agency debt held near 6.15 to 7.00 percent. The signal is a Fed on hold and a long rate that will not fall, so financing does not get cheaper on its own, and underwriting to today's agency execution stays the disciplined posture into the December 8 to 9 meeting.

THE WEEK'S MOST IMPORTANT NUMBER

$875 billion — the commercial and multifamily mortgage debt maturing this year, per GlobeSt. Heading into next week, that wall of maturities into a 10-year above 5 percent is what hands patient, well-capitalized buyers a lower basis as owners who cannot refinance are forced to act.

THIS WEEK’S TOP STORIES

1. Rising Multifamily Loan Distress Is Handing Investors a Lower Basis. Why Delinquencies Are Becoming an Entry Point.

With multifamily CMBS delinquencies at 8.04 percent and about $875 billion of loans coming due this year, George Smith Partners' Evan Kinne sees openings in rescue capital, note purchases, and discounted acquisitions, per GlobeSt. Distress that pressures overleveraged owners is exactly what resets basis for buyers holding dry powder. For investors, it is the clearest sign yet that the cycle's best entries will come from other owners' maturity problems, so the move is to line up flexible capital now and underwrite the takeout, not the headline price.

2. Multifamily Investors Are Putting Durable Income Ahead of Projected Returns. Why Cash Flow Is Beating the Pro Forma.

At GlobeSt's Multifamily Owners Forum, investors described shifting focus to durable in-place income rather than projected returns, as cash flow, financing costs, and equity constraints now drive strategy, per GlobeSt. In a market where exits are uncertain, the income a deal produces today is what underwriting trusts. For investors, it confirms that basis and current yield, not a modeled return leaning on a future sale, separate the deals getting funded from the ones stuck in the pipeline.

3. New York City's Rent Freeze Is Now a Live Underwriting Variable. Why Regulation Is Reshaping Income Growth.

Mayor Mamdani's promised rent freeze has left rents frozen for roughly one million rent-stabilized New York households since October 1, and the policy now faces legal challenges that will test how far a city can go, per Commercial Observer. The outcome will shape income growth across a vast slice of the nation's largest rental market. For investors, it is the clearest sign yet that rent regulation is a live underwriting variable, so knowing which of your markets carry freeze or cap risk matters as much as the rate outlook on a long hold.

WHAT TO WATCH NEXT WEEK

  • Midterm elections (Tuesday, November 3) — housing, rent-control, and tax measures on several state ballots could reset multifamily underwriting rules for 2027

  • The next FOMC meeting (December 8 to 9) — with the Fed on hold and two dissents for a hike, December is the next real catalyst for the long rate and agency pricing

  • Continued REIT Q3 earnings and the government shutdown — more apartment REIT results and still-delayed federal data will sharpen the read on the coastal versus Sun Belt split

THE FWC PERSPECTIVE

What this week means for multifamily investors heading into next week

Heading into next week, the week's intelligence points one way, that the next leg of multifamily value is set by basis and financing rather than a rate cut the calendar keeps pushing out. With the Fed on hold, the 10-year stuck above 5 percent, and distress widening across apartment loans, the opening is on price, not on relief, and it belongs to buyers with capital ready before December's meeting rather than after it.

What Fourth Wall Capital is watching as a result is where forced sellers and a thinning construction pipeline intersect with genuine local demand. We underwrite the asset and the structure, not the rate path, pricing to today's agency execution and a coverage cushion that survives a higher-for-longer market, so that as the regional split widens we can acquire on conservative basis in supply-protected submarkets where in-place cash flow carries the return.
